Asia-Pacific Housing Forum

The Asia-Pacific Housing Forum is a biennial conference organized by Habitat for Humanity. It gathers under one roof, public, private and people sector stakeholders engaged in seeking solutions to poverty housing issues. The next Forum, the fourth, will be held in Manila from 2-4 October 2013 with the theme “Housing as a Foundation for Breaking the Poverty Cycle.”

The Forum is of interest to all stakeholders engaged in providing poverty housing solutions. They include policy-makers, urban planners, architects, academics, housing sector developers, NGOs, donor agencies, international organizations, researchers, and private and public sector players. Since inception, the event has brought together over 1,400 stakeholders from 52 countries.

SpeakerMain-JejomarKeynote Speaker: Jejomar Binay is the Vice President of the Philippines and the chairman of the Housing and Urban Development Coordinating Council (HUDCC). He was a Mayor of Makati City before he was elected as Vice President. As a mayor, he presided over the phenomenal growth of Makati city, steering the once backward municipality into a vibrant and modern metropolis over the span of 20 years. Under his governance, the people of Makati shared in the fruits of economic progress through groundbreaking programs in education, health and social welfare. As Chairman of the HUDCC, he oversees the key programs and projects of the council to: secure tenure, housing finance, capability building, housing regulations, special projects and homeowners protection.

Speaker-AliciaPlenary Speaker: Ms Alicia Dela Rosa Bala became Deputy Secretary-General of ASEAN for ASEAN Socio-Cultural Community (ASCC) in September 2012. She oversees the implementation of projects under ASCC that focus on forging a common identity and building a caring and sharing society. Ms Dela Rosa Bala has more than 35 years of experience with the Philippines government’s Department of Social Welfare and Development (DSWD). As Undersecretary of DSWD from 2005 to 2012, she led the policy and programs group and was director of a World Bank-funded social protection program for poor households. Ms Dela Rosa Bala graduated from the University of the Philippines and Centro Escolar University, specializing in social work.

Speaker-LiuPlenary Speaker: Dr Liu Thai Ker, a director at RSP Architects Planners & Engineers, is closely associated with the implementation of public housing in Singapore and noted for his influence on the island state’s urban landscape. As architect-planner and Chief Executive Officer of Singapore’s Housing & Development Board from 1969 to 1989, he oversaw the completion of half a million apartment units. He then became CEO of the Urban Redevelopment Authority where he revised the Concept Plan aimed at making Singapore a city of excellence. Dr Liu has been appointed planning advisor to more than 20 cities across China. He studied architecture at the University of New South Wales and has a Masters in City Planning from Yale University.

Speaker-HenryPlenary Speaker: Mr Henry Cisneros is Founder and Chairman of CityView, an institutional investment firm headquartered in Los Angeles, USA. He was Secretary of the U.S. Department of Housing and Urban Development (HUD) from 1993 to 1997. Prior to that, he served as the mayor of San Antonio city in Texas for eight years until 1989. After his public service career with HUD, he became President and Chief Operating Officer of Univision Communications, a Spanish-language broadcast network. He is a graduate of Texas A&M University with a Masters from the John F. Kennedy School of Government at Harvard and a Doctorate from George Washington University.
